The 21st century is the era of knowledge economy, to improve the general competitiveness of the core, we must study and solve common good of the human resources management, human resources to improve the competitive edge of manpower, improve and enhance the University core competitiveness. Based on this, we study human resource management issues of ordinary University, the purpose of which is get the improving ways and means to achieve the strategic human resource management on the basis of the general purposes of competitive advantage through the University of Human Resources in the research.This paper proposed on the basis of case studies, putting strategic human resource management's thinking and theory into the personnel management of University; so, change the traditional administrative management of personnel into the human resources management and development for strategic significance. Through the analysis the human resources management problems and the deep-seated reasons of general University, and then from the general analysis of the overall situation of general University, pointing out the key to solve the problem is that the implementation of strategic human resource management. Finally, the proposed solutions were given through the changing concept , overall strategic planning, improving human resources management system and the upgrading of the quality of administrators in the University of Human Resources to implement the strategy in this papers.The subject research methods combining theory and practice of research methods were used in this paper. And firstly, a reference theory and extend the theory and methods were used in the process; Secondly, a combination of economics and management science analysis methods were used before understanding some of the basic problems of the theory of human resource management strategies, to give the further anglicizing of the strategic management of human resources, and reveal the strategic management of human resources issues and causes, and raised System Solutions and countermeasures.This paper addressed key issues on the strategic management ofhuman resources to make one system.
