The mounting scale enlargement of International students poses new issue to university International Students Management Organization(ISMO).Taking the case of F University, on the organization angle, research has conducted a experiment analysis from the structure, function, movement of university ISMO, discussed organization reformation rout in order to suit the development of Higher Education Internationalization(HEI). The research is aimed to provide reformation procedure of university ISMO with practical knowledge and theory and offer reference to HEI in terms of ISMO.Start with analysis of F University ISMO, the research demonstrates different stages and external environment condition and then describe current situation of F University ISMO from organization placement, purview and movement. After discussing the characteristics of F University ISMO, research puts forward a series of constructive suggestions to perfect organization management.Research hold that the reformation of F University ISMO resulted from the specific property of international students' education and change of scale. From the perspective of organization placement, although reformation had improved the specialty and professionalism, there is large space to improve; From the perspective of organization purview, reformation upgrade the administrative and allocation purview, but entity purview should be enhanced and still exists some restrictive purview problems. From the perspective of organization movement, the coordination has obviously strengthened. However, there are still a lot of remain contradiction. The case of F University is typical. It represents the reformation trend of corresponding organization in the future. From the requirement of HEI, the ISMO still should be perfected, especially in the field of service idea, informationization, and professional level.
