Web-based education is a new teaching pattern as the result of development of modern science and technology. It provides every learner a good new opportunity of education, but also brings about new problems in administration. By applying documentary approach and interview method, this thesis is to discuss the basic administrative concepts and characteristics of teaching administration of Web-based education, and puts forward a conception on the content of teaching administration of Web-based education.Beginning with theoretical comparison and analysis of teaching administration of Web-based education and general education, the thesis puts forward the theoretical and technical bases of teaching administration of Web-based education so as to determine basic concepts and characteristics of teaching administration of Web-based education. Based on the above theory, the thesis then states the basic practical contents of teaching administration of Web-based education by analyzing the basic factors in teaching.The essay argues that there are differences between teaching administration of Web-based and general education in five aspects: the main body of administration, the object of administration, administration pattern, approach and environment. The basic concept of teaching administration of Web-based education includes four aspects: focusing on quality, human-center, managing in scientific ways and aiming at excellence of service. The basic characteristics mainly involve being globality, modernity, scientific quality, diversity, and communicability, individualization. Finally the thesis frames the basic content of teaching administration of Web-based education. As to the work of students administration, it proposes effective ways for ethic education such as building up high quality faculty of Web-based ethic education, adjusting curriculum system, strengthening education on network ethics consciousness, undertaking series of psychological health programs, strengthening monitoring and administering on network activities, etc. As to the work of teacher administration, the thesis points out that the serious inadequate staffed problem for Web-based education should be solved, and great attention should be paid to teacher's training. So, the thesis puts forward principles and main contents for the training. As to the work of teaching affair administration, the thesis sets reflection on the administration of students from entrance to graduation. As to the work of teaching materials administration, the article demonstrates the administrative goal, concept andapproaches for the information resources of network teaching, and it also predicts the administrative orientation for the information resources of network teaching, that is, administration of intelligence.The whole thesis is divided into two parts. The first part is of theory, including three sections: Section One deals with the differences and relations between teaching administration of Web-based and general education; Section two is about theoretical and technical basis of teaching administration of Web-based education; Section three describes the basic concepts and characteristics of teaching administration of Web-based education. The second part is of practice, which is about the basic contents and framework of teaching administration of Web-based education, including the administration of students, teachers, teaching materials and the system as a whole.
