China's agriculture and social development is witnessing such a change as from the dual-structure to the mono-structure, characterized by the developing trend of rural urbanization, the integration of the rural and urban areas, the modernization of agriculture and the citizenship of the farmers. The issue of farmer training in the rural areas is still a bottleneck of rural economy and social development. Farmer training is of importance to improve the comprehensive ability of agriculture, increase the competitiveness of China's agriculture in the international market and promote the transferring of rural labor forces. Therefore, innovation and development of farmer training models in the rural areas are crucial ways to improve farmer capacity, as well as solve the troublesome problems.By reviewing the policy documents, the authors systematically accessed the current situation, institutional capacity of farmer's training system in Yaan. Farmer education and training in Yaan are initiated relatively late. However, since reform and open-up policy is carried out, rapid development has been achieved, with great progress being made in the system of farmer education, quality improvement and educational investment. At present, the local authority of Yaan has given farmer training a high attention. Such an educational concept of people-centered and harmonious development and the manifestation of the function and position of farmer training has been recognized and proposed. Training has made contribution to improving community organization level and improving farmers' capacity of applying technology.During the studies, questionnaire and interviews were adopted for collecting data; the researcher systematically analyzed the implementation, effect and influencing factors of the farmer training in Yaan. Due to the lack of policy support, institutional coordination, insufficient fund allocation for strengthening the institutional capacity, lack of qualified trainers, in adequate training methods and organization pattern, the training efficiency and follow-up impacts are still not significant. The characteristics of farmer training in the rural areas of Yaan reveal the urgency and importance of farmer education and training in Yaan. Summarizing the procedures and major findings of the studies on institutional capacity and training effects of farmers' training system in Yaan, this paper identified constraints and challenges faced by the training institutions and evaluated the training efficiency in the view of farmers and relevant factors affecting the training impacts.Based on the above findings and conclusions, the authors also formulated recommendations for improving the institutional capacity, training methodology in order to increase the farmer's training efficiency in achieving the development goal of Rural Yaan.
