Rural labor force transfer is an important way to solve rural issues, and it meets the development of the required labor in the process of urbanization. The practical effectiveness of transferred of rural surplus labor force not only promotes the employment of farmers, increases per capita household income, improves their living conditions, brings prosperity of the local economy, eliminates poverty, promotes the further development of economic and social. The farmers of farming only receiving the appropriate technical and skills training can achieve role changing and fundamental to promote the continued development of rural areas and even the whole of China in the long term. Owing to workers in the enterprise lacking of skills and training, Factory is difficult to produce the products of competitiveness. The Chinese company’s products will be difficult to participate in an increasingly open world market competition.Recently, Local government has actively promoted the project about transferred training of rural surplus labor force across the country. Since the implementation of Sunlight Project and Yulu Program, our country had trained a large number of rural surplus labor and promoted the rational and orderly transfer of employment. There are some typical success cases in this process, especially ’Yunhe Master’ training. It helped to learn lessons and accumulate experience from investigating and analyzing the case on’Yunhe Master’training.’Yunhe Master’is a labor-brand created by Yunhe County, specifically including the people who pass training examinations and get the title of technician or above. They are also Law-abiding, honest and trustworthy, with five years of experience or more then on off-site integrated development and production, especially with a demonstration effect. They must come from Yunhe County and hold issued of’Yunhe Master’certificate by the government.The paper is divided into four parts. The first part of paper describes the background of Yunhe Master and research situation. The second part does a brief analysis on rural labor transfer training system. Transferred training of rural surplus labor force has the characteristics of diversity, dynamic and openness. In-depth understanding of the training system helps to understand the factors that influence training effectiveness. Then the paper defines the concept of practical effectiveness of training and analyzes the characteristics of rural labor transfer training effectiveness with objectivity, stages, diversity, multi-level, oriented, explicit and implicit. Of course, it doesn’t fully reflect all the characteristics of the training effectiveness. As is known, a variety of factors influence the effectiveness of the training. For ease of understanding, the paper only constructed a rough model. The third section describes the dilemma faced by rural labor transfer training. Rural labor force training is a process of contradiction transformation and will encounter some dilemma. Such as, the training should be based on the current or long-term perspective, import regions or export regions training, enhanced skills or obtained certificates, government-led or market-driven, How to solve these issues properly and effectively will directly affect the rural labor force training effectiveness. The third part is current situation analysis on’Yunhe Master’training.’Yunhe Master’is a pre-job training mode of transferring rural labor force with local characteristics, which is established by the government of Yunhe county. It is carried out by the rural labor force quality training center, and includes stand-by master professional training and follow-up quality training. In order to guarantee Yunhe Master training effectiveness, Yunhe Government takes a series of methods and measures. The fourth part of the paper points out problems existing in the process of’Yunhe Master’training. Through the analysis of various issues, the author proposes a number of targeted measures.
