The number of rural labor force in our country is about 4.4 million, but the value of the agricultural land is limited, many people and little land make lots of rural labor surplus. According to statistics, China's current surplus rural labor has about 1.5 billion. A large number of rural surplus labor is necessary to transfer to the town, this is the inevitable phenomenon during the industrialization of the world, but also is an important measure to strengthen the construction of our new socialist countryside. In rural labor transfer process, the low skill level and overall quality of our rural labor force delayed the transfer process. The existing rural labor who received the short vocational skills training accounts for 20%, who received junior vocational skills training accounts for 3.4%, who accepted the secondary vocational education accounts for 0.13%, who didn't have a skill training as high as 76.4%, while in the United States, Canada, the Netherlands, Germany and Japan, the proportion of rural labor force with vocational skills training is more than 70%.Therefore, strengthening the training of rural surplus labors is a important way to accelerate China's rural labor transfer processes. CPC central committee re-emphasized in the eleventh five-year plan,"strengthening the rural labor skills training, and guiding the surplus labor to transfer from rural area to non-agricultural industries and urban orderly ". At the present, there are a lot of researches on the training of rural labor transfer, but none in Fujian province. Therefore, study on rural surplus labor force transfer training in Fujian province is a very valuable research.This research mainly used the methods of literature research, investigation questionnaire and case analysis. It based on western labor transfer theory, human capital theory, the rural development and the education theory of Schumacher. I discussed the necessity of rural surplus labor transfer training from a new perspective which is lifelong education. This study referenced the experience of labor transfer training mode in the western developed countries. I also investigated the status of rural surplus labors training and the existing models in Fujian. Finally, I comprehensive the research results, and proposed the relevant countermeasures for promoting the transfer training of rural labor in Fujian province.
