The transformation of rural labor force to non-agricultural fields and towns is an unavoidably trend for industrialization and modernization. It has a greatly realistic meaning to construct well-to-do society in our country at the beginning of the new century. It has close relationship between rural labor force transformation and vocational (education) training; and the vocational (education) training undertakes essential role in the process of rural labor force transformation. However, at present, the situation is: a large quantity of rural labor force didn't participate vocational (education) training; thus, it is not benefit to their transformation greatly, many rural labor force even return to their homeland.Da Shi Zhuang village, as a common administration village of Juan Cheng County, Shan Dong Province, its rural labor force's non-participating vocational (education) training is representative, and the detailed factors are social systems, City-Country Two Sides household register systems, current village land systems, training expenses, training contents(resources), lack of propaganda of the government(training organizations), the low cultural degree of the rural labor force, and long work time of the rural labor force, ect, restrict them to participate vocational (education) training. And under the new situation, the newly-appeared characteristics of rural labor force transformation put forward to concrete requirations on vocational (education) training. As a result, the author put forward that, in order to promote the rural labor force to transfer actually and effectively, the rural labor force themselves, (or their family), vocational schools and government, and business enterprises should devote themselves to the vocational (education) training, so that they can reform the system obstacles disadvantageous to the rural labor force after their training; strengthen governmental public financial support, normalize the vocational (education) training contents and layers of the rural labor force; And the government(training organizations) should enlarge vocational (education) training propaganda, choose the more closer vocational (education) training methods and ways for the rural labor force, strengthen the village primary education, develop adult education system, and so force. Urging the rural labor force to participate vocational (education) training actively and effectively, and obtain real results, so that they can transfer betterly.
