| Today, knowledge-based economy has changed people' s traditional concept of resources, human resources have taken the place of land, capital, energy and become the first strategic resources. Along with the deepening of reform and opening-up, the regional competition have been from the competition of natural resources and capital resources to the competition of human resources. Human resources have an increasingly prominent status and role in the region' s economic and social development, and the regional human resources strategy is becoming the first strategy in regional economic development.Studying on the problem about Huzhou talents , the author puts the MPA theory and methods into practice, and trys to discuss the regional talented people cluster. The author emphasizes both the urgency of human resource development in Huzhou and the plus factors, predicts the goals and tasks of Huzhou human resources development in the future. At the same time , he also recommends the strategies and recommendations to make Huzhou the regional talented people cluster.The author thinks that the current brain strategy studied by most scholars always focuses on the theoritical research of talents, which emphasizes to comprehend from the macroscopical level only, but neglects the pracitcal discrepancy, the characteristic of the government and region, and the measurements feasibility.
