In Finland, Adult education is an important component of lifelong education system.Like its basic education, People are very familiar with Finland’s adult education due to its outstanding performance. How do Finland design the system of its adult education to provide Educational opportunities for their adult? How do Finland finance its adult education to ensure its affordability? How do Finland monitor the quality in adult education to ensure the investment income? This study mainly studies on the above problems.The main research method of this paper is literature analysis method. Under the strategic framework of lifelong learning, this paper analysis Finland adult education policy and institutional framework as well as its financial system and quality assurance system, This article aims at revealing the myth of the success story of adult education of Finland.This article is divided into six parts. The first part is introduction, which elaborates the reason and meaning of this study, and defines the several related concepts and reviewed related studies. The second part analyses the social-economic background and process of the development of Finland lifelong learning strategy.This part also analyses the objectives and principles of this lifelong learning strategy, specifically its strategic objectives in the field of adult education. The third part focuses on the policy and institutional framework for adult education of Finland, including adult education-related laws and regulations and national action plans, main organizers and the characteristics of adult education in Finland. The forth part analysis the financial system of adult education in Finland, include its funding framework, the system of government funding and Government funding for adult learners. The fifth part analyses the development of adult education quality guarantee system in Finland, which involved a system of teacher education, counseling system, qualification system, assessment system and management system. Epilogue summarizes the main characteristics of adult education in Finland which under its lifelong learning strategy.The Systematic and wide providers of adult education, the economic support and participation of all the stakeholders, as well as comparatively perfect quality assurance system have positive effects on the development of adult education in Finland. This is the myth of success story.
