Education is to last for generations. Education of rural primary and secondary schools has become a basic factor in preventing China from developing healthily. Principals, playing a leading role in development of schools, therefore, are of tremendous importance, which makes the building of principal team high on the agenda. Unlike common theoretical educators, principals have to put theory into practice and enrich it rather than only have a knowledge of it. So, it is necessary to meet the development of era to develop training for principals and establish the mechanism for training.Recently, highlighting advancing the harmonious education, the central party committee and the State Council come up with strategies of balanced development of education, and the Ministry of Education has set up a goal of running an education which people think well of. The development of a harmonious and balanced basic education is affected by such factors as state policies, school facilities, school leader teams, teachers and the quality of students, among which the balanced development of principals is also the key factor to achieve the development of a harmonious education. At present, there is wide gap between the rural and urban schools in terms of basic hard wares and soft wares. The improvement of hard wares and be done relatively easily with financial effort, but it's not the same with soft wares, especially the teaching stuff, because it takes time for principals and teachers to grow up. In the process of building and developing of principals of primary and secondary schools, trainings for them is a necessary part, because it can promote principals'professional development, and thus does great good to the development of teachers and students.This thesis conducted research on the state of principals of five counties and three districts of Qingdao, namely Jiaonan County, Jiaozhou County, Jimo County, Laixi County, Pingdu County, Development Zone District, Laoshan District and Chengyang District. Methods of researching mainly include listening to introduction of county or district educational department and making sampling questionnaire survey. Responding to such problems arising in the survey as training content, training pattern and so on, this thesis brings forth approaches to addressing them. First, innovate educational mechanism for training and construct a ladder-style training system for principals. Secondly, lay emphasis on the construction and innovation of training patterns. Thirdly, reconsideration on training patterns approaches and contents. Finally, reinforce training administration and strengthen construction of teaching stuff for training. We are expecting, by taking relevant measures, improving the current training situation of rural primary and secondary principals of Qingdao and promote effectiveness of training, advance rural education level as soon as possible and achieve comprehensive, coordinate and sustainable development.
