With the continuous deepening of the training of primary and secondary school principals in my country,from the original introduction of foreign content on the training of primary and secondary school principals,to the establishment of professional standards for primary and secondary school principals and the implementation of the "national training" project in recent years,more and more The more regional problems are solved according to local conditions,and the state encourages and supports local independent innovation of principal training models.The Harbin principal development community training is principal training that promotes the professional development of principals and school development,and is principal training that promotes the high-quality and balanced development of education in the region.Therefore,improving the effectiveness of the training of primary and secondary school principals is of great significance to promoting the professional development of principals and schools,as well as promoting the high-quality and balanced development of education in the region.This research mainly adopts the method of literature research and survey research,and designed the questionnaire according to the community theory,the principal's professional development theory,the Koch's four-level evaluation theory,and the content of the previous interviews.Taking 153 primary and secondary school principals who participated in the training of the Harbin Principals Development Community as the survey objects,respectively,from "reflection evaluation: participating principals' satisfaction with the principals development community","learning evaluation:participating principals in knowledge,skills or attitudes".In-depth questionnaire survey and analysis were carried out in four dimensions,including “acquisition degree”,“behavioral evaluation: the behavior change of participating principals at work”,and“outcome evaluation: the improvement results of participating schools”.Combined with the interview survey,the Harbin principal development community was concluded.Existing problems of effectiveness,including the Participating in the training of principals who do not invest enough energy,the weak motivation of the principal for self-learning,the need for in-depth teamwork,the need to improve the evaluation mechanism,the insufficient guarantee of activity funds,the failure to fully take into account the principal's personality,integration and learning needs,and the lack of choices for the principal.The autonomy of the working team,etc.In response to the above problems,the author analyzes and summarizes the influencing factors from the level of education administrative departments,the level of principals' development community,and the level of participating principals.And according to the influencing factors,it proposes strategies to improve the effectiveness of the principal development community at the following three levels: namely,at the educational administrative department level: ensuring capital investment and organically leading community activities;at the principal development community level:accelerating the construction of the principal development community supporting system,Training principals "rigid demand" to provide "menu-style" training content,increase the autonomy and selectivity of principals' teamwork,establish a community incentive mechanism,and optimize training time and location;at the level of participating principals: attach importance to the long-term effectiveness of training effects,and make breakthroughs in participating principals role restrictions,and the establishment of mutual connections between participating principals.
