Since the early 90s, the mathematical contest in modeling for high school students had been held in Shanghai. As other contests, students are required to solve real-world problems with mathematical knowledge in the modeling contest. In 1997, another contest, Mathematics Competition of Senior High School, was established in Beijing. Different from the former contests, students needed to write out a paper about mathematical modeling in the competition, and the topics were not given. However, for such an open-minded competition, formal evaluation criteria haven't been issued so far. Therefore, the evaluation criteria, and the evaluation points for the candidates'papers are the main topics discussed in this paper, for the purpose of helping the students to write better papers, and the teachers to guide their students more explicitly.Based on the interviews with judges and a large number of past paper reviews, four principles and six key evaluation elements are formed in the paper and explained in details with real cases. Furthermore, in view of the existing problems of the committee's evaluation, it is suggested that Analytic Hierarchy Process- Fuzzy is used to evaluate the students'papers, and the method is proved to be effective in practice.
