The number and size of local universities and colleges(LUCs)in China is expanding rapidly,the role of which in higher education system has become increasingly prominent.But the professional qualities of teachers had plagued the sustainable development of LUCs for a long time,and had even become the bottleneck of their subsistence or transformation.As the fresh strength of teacher troops in LUCs,young teachers not only sustain the social brands and reputation of LUCs,but also bear the arduous task to promote the qualities of teachers.Thus,there are close relationship between the vocational ability of young teachers and the development of LUCs.The vocational ability evaluation is prerequisite for LUCs to cultivate the vocational abilities of young teachers,and it is the key to strengthen faculty in resource-limited settings.The evaluation of vocational ability is both the scientific task and the management tool with policy enforcement.Then,how to evaluate the vocational ability of young teacher systematically and comprehensively becomes an urgent problem for LUCs.Based on the urgent need to construct university faculty at this stage,research issues were raised.Meanwhile this thesis outlined the purpose,meaning,content and method,and defined some core concepts,such as LUCs,young teachers in university and college and vocational ability.The emphasis was on collating and summarizing the worldwide research literature.Then on the basis of elaborating the correlation theories covering social role theory,employee competence theory and teacher career development theory,this thesis analyzed the typical characteristics of young teachers in LUCs,across two comparison dimensions including the senior teachers in LUCs and the young teachers in central subordinate universities,combining with the scale,structure and distribution of LUCs.And three growth predicaments of young teachers were summarized from teachers themselves,LUCs and social environment,according to the career development factors theory.Following the construction principles that were individual weakness discrimination,ability development direction and module refinement conciseness,the thesis designed the index framework of vocational ability from seven dimensions belonging to explicit and implicit,learning from core thought of “Iceberg Model”.Then it screened theoretical selection indexes through two empirical methods,and established the evaluation system covering 47 performance indexes.Multilevel Fuzzy Analytic Hierarchy Process was used to construct the evaluation model of vocational ability.These researches provided not only assessment standards and tool for vocational ability evaluation of young teachers,but also a basis for LUCs in China to build the young teacher troop with good political quality and relatively stable.On account of above evaluation system,the vocational abilities 205 young teachers in four Hubei LUCs were measured.The valid samples were divided into four levels in terms of the distribution histogram of vocational ability scores,which appeared “Oval” distribution characteristic.The percentage of first two levels was over 60%.Research results showed that the vocational ability of young teachers in Hubei LUCs generally did well.At the same time,the strengths and weaknesses of each explicit and implicit vocational ability were analyzed from seven competence character groups.Finally,the thesis put forward some promotion measures including introspection and self-culture,unchocking channels and building platforms.
