As an essential component of modern education, secondary vocational education is the important backbone towards industrialization, Production-socialization- and- modernization. The economy take-off and adjustment of industrial structure in present China are in urgent need of people with practical skills who can work in the very front of manufacturing, service and management fields. However, secondary vocational education in our country because of their late start, weak foundation, education, the concept of backward school system is not running smoothly and vocational education lags behind public policy and other reasons, to make our country the slow development of secondary vocational education, has seriously constrained the development of the national economy. Therefore actively promote vocational education reform of the management system, formulate a scientific and rational, effective vocational education policy, increase financial input and policy support to develop secondary vocational education, cultivate high-quality workers out of hundreds of millions of our country are important current strategic task. Germany is the world's vocational education, one of the most developed country, with a sound vocational education system, the strict teacher training system, supporting vocational education and regulations, strong financial support, more of its economic take-off "secret weapon" - the "double element system "model of vocational education. Germany's vocational education can be called "European model" at the world renowned. However, all countries in the world at different levels of economic development, employment systems, characteristics of vocational education. Any successful model, have a common characteristic, and that is closely integrated with national conditions, the effective promotion of economic and social development. Therefore, we can not completely copy the German model of vocational education should be combined with China's national conditions and learn from the successful experience of Germany, the reform of management system, strengthen the policy preferences, and ensure the quality of teaching and emancipating the mind, advancing with the times, in practice there is to explore with Chinese characteristics of vocational education development. In this paper, comparative study of law, literature study, standardized research method and case analysis and so on, through, the German management structure of secondary vocational education, vocational education policy, vocational education and other public goods aspects of variance analysis to find out our country secondary vocational education problems, our country made to further improve secondary vocational education in public management measures and recommendations.
