The science and technology quality is an important component of young people's quality. They receive the science and technology education both inside and outside school. Science and technology education outside school, as an important supplement and the extension to that inside school, has a subtle effect, from a certain extent, even has a direct influence, on young people's science and technology quality.For a long time, a large number of studies on science and technology education place focus on that inside school, while the studies on that outside school are limited and simple. In order to enhance student's quality of comprehensive and the development of science and technology education inside school, we have the necessity and responsibility to pay attention to the development condition of that outside school, and carry on as far as possible the valuable ponder and the evaluation.Selecting Shanghai as a research area and young people as a research group, this paper studies the organization and implementation of science and technology education outside school, which provides the valuable experience and theoretical analysis to young people's science and technology education outside school in Shanghai.On the basis of a careful literature analysis, taking student questionnaire survey and teachers and students interview as research tools, this paper extract the major advantages of the Shanghai-school science and technology education organization and implementation, such as the implementing the organizational structure, the teacher training, and so on. In addition, selecting 300 students of six schools from urban and rural area, the paper, in terms of activity frequency, students interest, the level of family support, media use, the adjustment of technology resources and the evaluation, makes a deep investigation Based on a survey and interviews, the author, from the perspective of student's family, organizer of activities, society and cooperative development, analyzes the problems in school science and technology education.In order to effectively solve the problems in science and technology education outside school, the paper puts forward some creative tactics such as completing education evaluation content, redefining the functions of science and technology education, using network resources, building self-learning platform, expanding Student Learning channels, constructing school science and technology education volunteers and so on.
