The out-of-class education system, which cannot be ignored, has been the extension and supplement of in-class education system in the present. The science and technology teachers in out-of-class education system are divided into two types: outside-school and outside-class extracurricular science and technology teachers, in which biology teachers account for a large proportion. As the masterminds and executors of outside-school and outside-class education, they are very different from inside-class teachers in the challenges they’ve met and the content of work. The investigation of actuality and countermeasures about outside-school and outside-class extracurricular science and technology teachers is becoming more and more important in continued development of the teachers. And it is becoming an improvement measure to the lack of effectiveness and pertinence in teachers’training in the past.The research contains literature collection, questionnaire survey, interview and statistical analysis. Firstly, the research summarized the conceptions of in-class education system, out-of-class education system, young and middle-aged science and technology teachers and teachers’professional development. The research compared the similarities and differences of development by collecting and analyzing the information of training modes at home and abroad about professional development of science and technology teachers. Secondly, the questionnaire contains5parts, that is, basic information, teaching and assessment, work and management, teachers’personal qualities, professional development and the actuality and demand on training of teachers. According to our purposes, the questionnaire was divided into two types for outside-school and outside-class extracurricular science and technology teachers, and the survey result was analyzed by SPSS16.0. Thirdly, the research conducted interviews for actuality and position of work, condition of training for professional development, difficulties in work and training mode expected by outside-school and outside-class extracurricular science and technology teachers. Last but not least, the research clarified the problems existed in work and development of young and middle-aged science and technology teachers of out-of-class education system in Shanghai by questionnaire survey and interviews. The research offered proposals based on the results.The results shows that now the out-of-school and out-of-class education are very different in content and demand of work, and the constitute of outside-school and outside-class extracurricular science and technology teachers tend to be young, and they always have clear goals of professional development but less planning. The research proclaims that the development of students will encourage teachers indirectly. Besides, there are also many problems in professional development of science and technology teachers, such as imperfect incentives for teachers and students, lack of funds, equipment and other supports. The training for teachers’ professional development is also lack of pertinence and practice, and the forms of activities are limited, and the time and frequency of training is inappropriate. What’s more, the instructors of training are of varying quality, and teachers aren’t able to choose courses at will, and the organization and evaluation mechanism of training is not satisfying. The young and middle-aged teacher hope that the training should be in a short time and at a close range, the content of training should fit particularity of teachers of out-of-class education system and pay attention to practice, and the course should be taught by instructors experienced with speciality, and the evaluation should emphasize the process. With the intensive studies of theories and empirical going on, we hope the professional development of outside-school and outside-class extracurricular science and technology teachers will be developed and completed in the future.
