On the basis of the setting that construction of learning city of Shanghai and teachers'professional development, the research is aimed at solving the major problems the development of community school teachers are confronted. The research has explored its reasons from the historical and present point, bases on fully holding the current situation of teacher's building of community school of Shanghai, and proposes several measures of teaching staff's development, thus improves the overall development of community school teachers and contributes to community education and urban modernization.This paper is divided into six parts:The first part is to mainly expound research motive and thinking and method of research, and analyze the current situation of existing research and corresponding theoretical foundation.The second part is to analyze the current situation of community school teachers of Shanghai on the basis of questionnaire survey and interview on the spot, and the emphasis point analyzed has been placed on scale , team's structure and quality of the teachers in these three respects.The third part is to point out problems and relevant reasons of the development of community school teachers of Shanghai on the basis of analysis of current situation.The fourth part is to come up with group and individual goal of team development after scrutinizing the basis that the goal is established and the course of development of community school teachers of Shanghai .The fifth part is to bring forward relevant measures according to goal of development of community school teachers of Shanghai and existing problems.The sixth part is to have done some thinking to the building of community school teachers of Shanghai in the future on the basis of analysis described above: put emphasis on the necessity of constructing the theory of teachers'education that possesses the own characteristic of community education, and attempt to elaborate basic requirements and methods of this theory. Secondly, according to the long-term goal towards development of teachers professional development that this research points out, put forward corresponding designs and conceptions.
