The 21th century is a whole new era which is full of the competitions among the talent with comprehensive quality. Universities, the backbone of personnel training, have to play an irreplaceable role if human resources that meet the times required could be cultured. However, in the context of universal access of higher education, how to enable students to learn knowledge better in college has become one of the main concerns of college administrator. Therefore, the college students academic motivation strategies of higher education at the center of which is the needs of college students has become an important part of higher education research area, which reflects the level of university's administration of college student and builds on some institutional foundation. It has been studied that the motivation theory is well developed and studied in Western countries; however, it has not been systematically introduced into the higher education research. Although some scholars introduced the motivation theory into the field of education, most of them are brought into the classroom teaching in primary and secondary schools, There are small part of the researches carried out for higher education, but the results were still relatively small.We analyze the motivation theory from China and Western countries through literature review and according to which we integrate and refine the principles for the implementation of motive measures. We also used the methods such as questionnaires, interviews and case study which conducted at Shanghai Normal University to study the current motive system, According to the statistical results from questionnaires and interview records of current students at the Shanghai Normal University; we investigate the status of academic motivation strategies and try to find out what the problems are. Finally, we put forward a series of students academic motive system optimization strategies based on the problems we find, the related motive theory, and the status quo of the academic motive strategies at Shanghai Normal University. We hope what we does could provide some inspiration for the administrators of universities.
