This year, China’s government work report, China has the full realization of the nine-year free compulsory education in urban and rural areas, to benefit the majority of primary and secondary school students. From to school to learn, education still has a long way to go. To achieve educational equity, from the start to make up the urban-rural divide. Teaching facilities are obsolete, aging of the teaching staff, the quality of teaching worrying-rural education has been a short board in the Development of Education in China. Deputies Shen Jian:promote the rational flow of teachers in a certain area, the rational flow of a certain period of time, making this the most important resource of compulsory education teachers as much as possible balanced configuration. The current turnover of teachers in China are often one-way, from a macro point of view, teachers tend to flow from the poverty-stricken areas to developed areas, from rural to urban areas; from the microscopic point of view, in the same area, teachers tend to flow from ordinary primary and secondary focus Primary School. This turnover of teachers is further exacerbated by the uneven development of the country, school teachers, widening regional differences in the development of basic education and inter-school gap. Such unreasonable one-way flow of compulsory education from the county staff regulation is both an urgent need, is feasible. Compulsory education teachers flow imbalances, and even the loss of a great impact to the normal teaching order of basic education schools, so that teachers unstable people, education imbalances aggravated.The current status quo of rural teachers in the Northwest Territories also showing a blind and disorderly characteristics, and compared to other developed regions of the country, the education of the Northwest Territories this, there is a considerable gap, both in the faculty or teaching level.
