In 2002 the National Vocational Education conference was held. Since then, with the leadership of Henan government, Henan province has devoted much to supporting the development of the vocational education. The view has been accepted gradually by more and more people that the vocational education should be reformed and developed to meet the need of the employment. Therefore, thanks to the efforts we have made during the last few years, the vocational education has been greatly expanded, which can function better in serving the development of economy. However, as a whole, the vocational education is still the weakest chain, which can be mainly shown in the following three aspects. Firstly, the investment of Henan vocational education is quite limited, which mainly comes from the government. Secondly, the vocational education of Henan province is developing differently in different areas, and the vocational education in the countryside is in poor conditions. Thirdly, compared with other provinces, Henan province has fewer vocational schools, fewer students the schools plan to enroll and even fewer students at school, and moreover the development of the vocational schools differs greatly from area to area.The skillful workers are in great need in the process of achieving the well-off society. To meet the need, measures must be taken to develop the vocational education and build a harmonious society, according to the Vocational Education Act of The People's Republic of China and the Labor Law of The People's Republic of China. Firstly, the management system should be improved and more investments from the government should be introduced into the vocational education. Secondly, the aid policy of the poor students should be perfected, which can properly lighten the individual burden of the students themselves and make it possible that much more students from poor family will receive the vocational education. Thirdly, the investments from the enterprises and other social groups should be introduced as well to speed up the development of the vocational education, which can benefit the enterprises and other social groups themselves in turn. Fourthly, the present way of appropriate money should be reformed and the distribution of the financial investments should be optimized to ensure that the vocational education can enjoy its special budget.The introduction and operation of a series of policy will develop the vocational education of Henan rapidly, meet the need of skillful workers required by the well-off society, make the vocational education serve the society better and speed up the economy.
