Talent is the most important capital of enterprise and in Chinese culture the character “qi” of “qiye” just means that it will end without talents. If there are no talents, the enterprise will be stalled. At present, human resource management of enterprise has gradually turned into strategic human resource management from traditional personnel management. Moreover, the position and orientation of human resource management is gradually increasing to overall strategic level from internal affairs. As an important means to improve the competitiveness of enterprise, strategic human resource management is getting increasingly attention of people.This paper guides with the relevant theory of strategic human resource management and designs and constructs the strategic human resource management system which is consistent with the management and development in current and future period from the perspective of overall organizational strategy through analyzing the existing problems of human resource management of Agricultural Development Bank of Liaoning Province which is the branch of Agricultural Development Bank of China. It expects to translate the target of enterprise to the behavior of employee to improve the employee’ attitude and raise the output of enterprise by playing role of function system. Finally, it could obtain the core competitive advantages and realizes the competitive strategy and development strategy of Liaoning Agricultural Development Bank.This paper includes 5 parts. Firstly, it is the introduction which introduces the background, significance, main ideas and research thoughts and methods. Secondly, it illustrates the relevant theory of strategic human resource management. Through the comparison and study of relevant theories home and abroad, it elaborates the background, basic feature and development that lead to the strategic human resource management as well as the important role of organizing and realizing the overall strategy and human resource strategy to provide the theoretical principle for the subsequent research. Thirdly, it has SWOT analysis on the human resource management of Liaoning Agricultural Development Bank through deep investigation and analysis and focus on analyzing the prominent problems and reasons of human resource management to provide the practical support for carrying out the construction of strategic human resource management effectively. Fourthly, based on the research conclusion of second and third part, it combines theory with practice and puts forward the objective, principle, thought and concrete framework to construct the strategic human resource management of Liaoning Agricultural Development Bank. Besides, it pointedly proposes the suggestion on job analysis, recruitment and selection, training development, performance management, salary reform and job motivation. Fifthly, it puts forward some necessary safeguard measures for the strategic human resource management of Liaoning Agricultural Development Bank. Lastly, this paper concludes the whole research process of constructing the strategic human resource management of Liaoning Agricultural Development Bank and prospects the theoretical research and working practice in the future.
