Human resources are important for the economy and society development, in theera of knowledge economy transformation and transition of development, human resourceas a major factor of production, its role is growing. And talented resource as a high-endpart of the human resource, playing a prominent in the economic development.Without thetalented resourse,breakthroughs in key technologies, the creation of intellectual property,patent applications and technology innovation activities of various types will be nothing.With the era of global aging, China has entered the aging society, however, the degree ofShanghai aging is far ahead of the national average. According to the National andShanghai existing retirement policy, men retire at the age of60, women50-55years of ageto retire, with the increase of the aging population, a large number of aging talentedwithdraw from the stage of economic and social development,but these people have seniortitles and key technology.
