The system of professional managers is an inevitable choice for the reform of state-owned enterprises(SOEs) in China. With the intensifying reform of SOEs, SOEs basically set up modern enterprise governance structure and the performance of SOEs has been significantly improved. But the managers’ selection in SOEs remains to be improved. The administrative appointment of managers in SOEs is not conductive to the improvement of corporate governance structure, as well as the maintenance and appreciation of state-owned capital. The system of professional managers is a method to solve the above problems. The Third Plenary Session of the 18 th Central Committee of the Communist Party of China clearly put forward to establish professional managers system in SOEs, and increase the proportion of the market managers, without concrete implementation method and path. Based on the situation of Beijing’ SOEs, this paper mainly studies the introduction of the system of professional managers in Beijing’ SOEs.This paper contains of three analysis method: comparative analysis, theoretical analysis and empirical analysis. Firstly, this paper expounds the theoretical basis of the system of professional managers, and identifies the basic category of professional managers and professional managers system. Through the comparative analysis of the United States, Singapore, the United Kingdom’s professional managers system, this paper sums up suggestions and enlightenments for China’s SOEs. At last, it makes an empirical analysis about the succession source of the general manager in SOEs.Through the above-mentioned analysis, based on the analysis of the current situation of Beijing’ SOEs, this paper put forward the introduction steps :(1) hierarchical classification reform pattern;(2)pilot demonstration plan. Then the whole process of system is designed, including the introduction of internal and external professional managers, incentive and restraint mechanisms, assessment system and exit mechanism. Finally this paper brings forward some relevant policy recommendations, mainly including: improve corporate governance structure, accelerate steps of mixed-ownership reform, promote the integration of the Party cadres and professional managers, optimize the enterprise culture and the professional managers market.
