After more than 30 years of development,china's state-owned enterprise reform has been reforming in the direction of the reform of the modern enterprise system with clear property rights,clear rights and responsibilities,separation of government and enterprise and science of decision making.In this process,the establishment of modern corporate governance structure of state-owned enterprises has been basically completed,and the responsibilities of the board,management team,party committee,supervisory board are clear,but based on the unique multilevel trust-agent and the state-owned assets supervision and administration commissions at several levels who are the investors still control the decisions of the managers in state-owned enterprises,so that the main method of the appointment of the managers in the state-owned enterprises is administrative appointment.All these lead to the result that carry out the management system of professional managers is the most difficult part of the reform of the state-owned enterprises.In this context,how to carry out the professional manager system management on the managers except for board members in state-owned enterprises has become an important issue in the reform of professional managers in state-owned enterprises.This paper mainly analyzes the life cycle theory of professional managers in the human resource management of state-owned enterprises,and then analyzes the problems existing in the construction of the professional manager management system of state-owned enterprises and puts forward corresponding construction strategies.Finally,taking Yuexiu Group as a case to evaluate the promotion of professional manager management system to the enterprise's value so that to put forward the value evaluation of the professional manager management system construction strategy proposed in this paper.This article is divided into three major chapters.First,with the method of questionnaire survey to the professional managers from 6 state-owned enterprises to find out the problems of the management system of professional managers in four aspects: talent configuration,performance appraisal and motivation,talent training,constraint and exit.Second,according to the four aspects of the problems,combined with a large number of literature research and the practical experience of the enterprises to put forward the construction of the state-owned enterprise managers management system strategy from the four aspects of talent configuration,term management,talent development,and constraint and exit mechanism.Third,taking Yuexiu Group for case study and the balanced scorecard as the study method to evaluate the implementation of the professional managers of management system,to analyze whether the strategies can promote the value of state-owned enterprises.The research results show that,the five aspects of the practices which are institutionalized talent control loop,market-oriented employment incentive mechanism,systematic three-level management architecture,instrumental talent management means,and index evaluation system have a significant effect on the value promotion and performance improvement of state-owned enterprises.This can provide a reference for other state-owned enterprises.
