Performance Management is an important content of Human Resource Management, which plays a very important role in improving managerial level of organizations, evaluating and motivating employees. Since the 18th National Congress of the Communist Party of China, the Party Central Committee and the State Council have put forward a series of requirements on the Government Performance Management. The state taxation department, one of the government economy functional departments, in the implementation of performance management, is not only to meet the urgent need of the government management reform trend, but also the effective methods of taking the local team, improving taxation, promoting the process of tax modernization. As the first-line units, grassroots tax bureau is directly responsible for the collection management, and the tax service. How to establish a perfect and suitable performance management system of the grass-roots tax department tax is especially important in the development of science.Starting with the theory of performance management, this paper expounds the theoretical basis of the research and the methods of performance management. Then take the grass-roots tax department W County Local Tax Bureau as the research object, through the literature research and consulting data to review the W County Local Tax Bureau’s performance management process. With results from interviews and questionnaire, the author analyses the problem of W County Local Taxation Bureau in the process of performance management, which from the performance planning, performance implementation, performance feedback, performance and other aspects of the application. Then take the problem as the guide, to optimize the performance index with the help of the performance management theory. Finally, the author points out the main points of the implementation, which includes strengthening daily evaluation and process control, adhering to the organizational performance and individual performance of blending, and strengthening the performance appraisal results using, paying attention to the comprehensive performance culture cultivation, strengthening performance information system application. It has certain reference significance in the future performance management work of the W County Local Tax Bureau.
