A Study On The Poverty And Countermeasure Of Mang People In Yunnan Province

The Mang is a particular ethnic group who living in Jinshuihe town Jinping County, Yunnan province, only has a population of less than 900 people now. In 2009, the Mang was classed as Bulang, located in the Longfeng village, Pinghe village and Niuchangping village. Before liberation the Mang live primitive social life. After liberation with the help of the party and the government, the Mang live in village together, across from the late primitive society to a socialist society directly.Their agricultural production and cultural qualities are low, so their life is very poor. In 2008, our country gave the Mang 75.58 million yuan to implement comprehensive poverty alleviation project.Our government built roads, houses, pools and other infrastructures for the Mang.So the Mang’s life happened a great change since then. However, the government’s concern about the Mang decrease gradually after the end of a comprehensive poverty alleviation project, and because of their low culture quality and deep poverty, the Mang fall into a state of development stagnation and poverty.This paper is based on field surveys,by describing the Mang’s current economic,life and mental state to analyze problems and difficulties of the Mang’s poverty alleviation, and make suggestions to improve the Mang’s poverty alleviation. There are some problems and difficulties ahout the Mang’s poverty alleviation:first, the congenital deficient living environment, which performance as traffic inconvenience, difficult to develop cultivation industry and environmental deterioration; second,the difficulties caused by the Mang own problems which mainly include the Mang lack of development power, serious dropout and early marriage and childbearing general; the finally is the adverse effects for the Mang following poverty alleviation, which caused by the deficiency of government’s poverty alleviation work.Government’s support for the Mang had a good original intention and had achieved remarkable results.However, the Mang’s poverty alleviation isn’t stop at the food and clothing problems were resolved, more isn’t a simple " as soon as not have to give," the government can’t always offer the Mang economic support, and the Mang can’t survive in the wish of "wait, rely on and ask". How to solve the Mang’s current poverty alleviation problems and how to make the Mang casting off poverty and seting out on a road to prosperity early, I believe that on the foundation of the government’s continue efforts, government should have the following three changes:shift from the blood-transfusion poverty alleviation to hematopoietic-poverty alleviation, commit to developing the Mang’s capacity of independent development.Then develop the Mang’s special industries, and entrust the Mang’s traditional culture into poverty alleviation; shift from single subject poverty alleviation to multiple subject poverty alleviation, guide the Mang participate in poverty alleviation, which can fully arouse the Mang’s initiative.At the same time, introduct NGO to participate in poverty alleviation to solve the malpractice of sing a solo show " of government poverty alleviation so as to make up for the deficiency of government’s poverty alleviation work; finally,shift from the extensive poverty alleviation to targeted poverty alleviation, send in village cadres to implement precision poverty alleviation, to form a good point of poverty alleviation work, and effective follow-up supervision and management of poverty alleviation projects. Through three changes, to solve the poverty alleviation predicament of the Mang, and make the Mang get rich.
