Research On The Performance Of Anti-poverty Governance In Yunnan Province Under The Perspective Of Precise Poverty Alleviation

Anti-poverty in China has been implemented for decades and acquired substantial achievement.As building moderately prosperous societyentering key stage,"eliminating absolute poverty" is becoming a bottleneck for building moderately prosperous society.In 2013,Xi Jinping put forward targeted poverty alleviation which therefore became a core project at present stage of anti-poverty.The number ofimpoverished peopleas well as national-level poor countys in Yunnan province ranking firston a national scale.Yunnan province practices new policy of targeted poverty alleviation.Regarding Yunnan Province as research object,this thesis would firstly analyze its poverty status?anti-poverty status and targeted poverty alleviation in detail.Then this thesis would construct a set of performance evaluation indexes of anti-poverty,which follows the goal of "targeted poverty alleviation".This thesis would lastly execute empirical analysis according to the performance of anti-poverty in Yunnan province form 2011 to 2015.The analysis shows that anti-poverty performance evaluation in Yunnan has obtained a remarkable effect while margin effect of anti-poverty is diminishing;targeted poverty alleviation not only can narrow the gap between the rich and poor,but also can improve the living conditions of the poor.On basis of this conclusion,this thesis would evaluateimplementation effect of Yunnan's targeted poverty alleviation in 2020.Yunnan province would have great difficulty in fulfilling all goals of “targeted poverty alleviation” at present speed of anti-poverty.Compared togoal of targeted poverty alleviation,the poverty reduction rate from 2013 to 2015 is relatively slow.In order to accomplish all goals of targeted poverty alleviation,Yunnan mustadopt stronger actions and more effective policies.Besides,this thesis would analyze and conclude the efficiencyand long-term mechanism of targeted poverty alleviation.This thesis suggests that industries are very effective at poverty alleviation,those poor counties which are closer to well-off urban areas usually have the most rapid poverty reduction speed.In aid-the-poor field of employment,zoology,medical treatment,hygiene and agriculture,the long-term mechanism construction of Yunnan province is very weak.
