| With the cooperation between China and the global manufacturing value chain deepening after Industry 4.0 Germany raised, the world’s attention on the transformation and upgrading of manufacturing arouses a sudden warming, high-tech and intelligent manufacturing becomes the theme of this age. China has also actively issued "China manufacturing 2025", which points out that the manufacturing sector is the subject of the national economy, the main battlefield of science-technology innovation, the base of rejuvenation, as well as the foundation of a powerful nation. As a result, the research of Jiangsu manufacturing intensifies, and with the relationship between the Global Value Chain and the Manufacturing Industry of Jiangsu is becoming closer, the Manufacturing Industry of Jiangsu is facing the issue of being treated as low-end and stagnant industry in the transitioning and upgrading period and it is becoming a trend topic for researches. As the cooperation between Chinese manufacturing and global value chain deepens, Jiangsu Province, the economically developed coastal area and the hotbed for foreign investment, is focusing on facilitating the upgrade of consumption structure, the transition from traditional manufacturing to high-tech manufacturing, the promotion to a higher position of the global value chain ladder, and the progress of self-motivation and creation. All of the above require Jiangsu Manufacturing to fasten the process of upgrading and transitioning and face challenges as the external environment changes. This is why it becomes so important to do research on this development process.Taking Jiangsu manufacturing data from 1990 to 2012 of input-output tables as the basis for research, we estimated quantitatively the status and role of Jiangsu manufacturing sectors in the whole manufacturing industry, the extent it embedded to the global value chain, the status index of global value chain, as well as the domestic status of R&D investment on Jiangsu manufacturing. Then we made comparative analysis on industrial upgrading path and learnt from the existing research literature. Finally we chose the upgrading path for manufacturing enterprises in Jiangsu Province, and evaluated the transitioning and upgrading of Jiangsu manufacturing after embedding the global value chain, to propose to promote the transitioning and upgrading of the manufacturing in Jiangsu Province accordingly.Based on the study, we found that achievements and problems are concurrent in the transitioning and upgrading of Jiangsu manufacturing process, which comes as follows. First, the extent of Jiangsu Manufacturing embedded in Global Value Chain is deepening, and the positive role that the five important industries (chemical industry, metal smelting and rolling processing industry, textile industry, general equipment manufacturing and communications equipment, computers and other electronic equipment manufacturing) put on the other manufacturing sectors is highlighting. However, since Jiangsu manufacturing embedded in the Global Value Chain, it has been facing the power-shortage of upgrading and the external control from the main manager of GVC. Second, according to the comparative analysis, the capital market of the transitioning and upgrading of Jiangsu manufacturing is required to be further improved, the intensity of governmental R&D investment on Jiangsu manufacturing is required to be increased, the promotion of high-tech industries of Jiangsu manufacturing is required to be improved, and the independent innovation capability of Jiangsu manufacturing enterprises is also be further activated. Third, the power Jiangsu manufacturing advance to the higher stage of global value chain is in short, so the further adjustment of Jiangsu manufacturing structure, focusing on the high value-added aspects of the production and separating the low value-added production abroad are urgent and the improvement of the input and output efficiency is pressing, which enhances the core competitiveness. |
