Human Resource was the fundamentality for an enterprise to develop. How to obtain the excellent persons and to retain these excellent persons became the problem that the enterprise confronted in the human resource management. And the most difficult problem was how to motivate persons and how to use the compensation to motivate persons. The enterprise understood gradually that designing a set of reasonable and useful compensation system was one of the important means to develop continually. Thus the enterprise could retain its advantage in the competition of human resource, then this advantage could be transformed to the advantage in marketing competition.The competition of human resource appeared more intensely in plastic injection tooling enterprise than the others. So it was more important to attract and retain the excellent persons.
