Since Inner Mongolia Civil Aviation Airport Group Company was established, the performance management has been the main means to reach enterprise strategic planning and distant view goal, improve staff's self-management consciousness and performance level, standardize the administration behaviors of enterprise, and promote enterprise competitiveness. This paper plans to summarize the experience and lessons of the performance management of The Group Company in the past, refer to modern advanced performance management theory and mode, establish the scientific, standard, effective performance management system, guarantee The Group Company's healthy and sustained development.This paper in chapter I, analyses about the concept and theory intension of the performance management, discusses it's status and function in manpower resources management, introduces two kinds of main performance management models of our times in detail, namely The Balance Scorecard and The Key Performance Indicator.In chapter II, introduces the development of domestic performance management and three kinds of performance management systems for The Group Company at present -" The Object Management of Two Civilization Policy ", " The System of Management and Administration Performance Responsibility" and "The Management Method About Performance Got In Touch With Salary ", analyses the characteristics and questions to three kinds of performance management systems respectively. At last, summarizes the questions existing while summing up the performance management of The Group Company.In chapter III, puts forward the combined theory frame of The Group Company's performance management system, defines the strategic objective of The Group Company, designs the new combined model of strategic management and performance management, and sets up the key performance indicator system of The Group Company.In chapter IV, has made the overall principle of performance management of The Group Company clear, designs the implementing scheme of the performance management in airport and functional departments under The Group Company, and in the second functional departments under airport too. In the end, examines the validity of the scheme of the performance management.
