Oil, as a strategic resource, is regarded as an extremely importantenergy in the world. Since 2002, oil price has experienced a period ofrapid growth reaching the highest point of $73.73/b on 22nd April in 2006.under such circumstances, the status of oil has been raised to the level ofnational safety.However the consumption of oil and gas are increasingskyrocketingly so that half of which has to be imported. And we haverelatively very little strategic deposits of oil. Meanwhile our petroleummarket is monopolized by CNPC and SINOPEC. Through analysis ofthis thesis, the writer conclude that to guarantee our national oil safety,we have to perfect our mechanism of oil price-making, break themonopoly of the two giant companies, increase our strategic deposit of oiland most important build up an future center for crude oil which canultimately gain the right of oil price-making in accordance with the statuswe are playing in the oil market. The buildup of the future center is thekey factor to protect our companies from the fluctuation of the oil priceand guarantee our national oil safety.
