In recent years, the construction of large-scaled thermal power plants is one of the comparatively fast developing capital construction businesses. With the reform of national management system, it is estimated that more and more projects will be built in the PMC (Project Management Contractor) or EPC (Engineering, Procurement and Construction) forms. Because of the limitations of traditional management methods, it is very superficial in the management of planning/schedule and control of progress of the projects. Especially, it is impossible to manage and control the planning/schedule and the progress to achieve the final goal of the object with the unified measuring unit for all activities of different phases, fields and nature of a project, such as prior preparation, equipment manufacture and supply, engineering design, on-site construction, commissioning and production preparation, etc. The Diandong Power Plant is a large-scaled project with total investment exceeding RMB10 billion and the construction duration continuing 5 years. Whether the goal of the project can be achieved on time by strengthening the planning/schedule management will affect the company's future development and management greatly. The paper studies the planning/schedule control and progress monitoring of the Diandong project in four parts.First of all, the paper uses Work Load Point assessment system, work breakdown structure and critical path method to build the control and monitor system based on the Work Load Point system. The concept, composition and assessing method of the Work Load Point system are defined clearly, and the differences between Work Load Point system and traditional hour-working system are described. It sets up theory support for analyzing the control and monitor system based on Work Load Point system.Secondly, it analyzes the application in the planning/scheduling control of the traditional schedule plans of network chart. The principle of Work Load Point system based on schedule plans of network chart is set up through combining traditional schedule plans of network chart with Work Load Point system. It analyzes the way to realize the critical path method and Gantt chart. To eliminate the conflict between planning/schedule and resource mobilization of project, RSM method is introduced andat the same time the limitation of its application is analyzed.Thirdly, it studies the theory and method of Work Load Point system based on project schedule monitoring. It comes up with the procedures of using Work Load Point system to carry out planning/scheduling monitoring. It uses the Work Load Point system based on S curves to control the progress trend of the project schedule.Finally, the paper studies the implementation of the control and monitor system based on Work Load Point system through one concrete pipeline erection sub-project.
