For a modern company it is a key to guarantee the company to win competitive advantage from strong market competition through establishing of an excellent corporate culture. In an environment of globalization of world economy and knowledge economy, for a company, having an excellent corporate culture is not only an advanced management skill but also an important part of core competence of the company. Especially, the corporate value system, as the core of corporate culture, is the most fundamental motivation of operation for a company. As the development of the theories of Learning Organization as well as Corporate Culture, many researches on the relationship of between corporate culture reconstruction and core competence improvement and the practice of that are under going today.This paper describes first, the theory of corporate culture,and defines the concepts and high lights. Also, the structure and function of corporate culture are analyzed. The third, this paper describes the principles and process of corporate culture reconstruction especially under the conditions of state owned enterprises. The mainly, the most important part of this paper is a study based on the strategy development of Chengdu Banknote Printing Corporate. The research includes the analysis of the internal and external environment of competition and how important of the corporate culture reconstruction to impact on the development of the company. The importance of corporate culture reconstruction for the company is also pointed out in this paper. Finally, on the basis of the research, author proposed a rather completion of strategic plan, measurement and the principles as well for the company to improve and to increase its competitive advantages through the studying of corporate culture restructuring, from spirit culture, system culture, behavioral culture, material culture as well as the culture promulgation. The paper presents a prospective future development for the company, and hopefully, can provide an example of enterprise reform and development for the companies that with similar background of monopoly in a business, the SOE (state owned enterprises).
