Parent-subsidiary corporation management system has become the most important organizational management forms. Human resources management has become an important means of the parent company to control the subsidiaries. And it is also the most widely used control tool in Practice. But in the practice of human resources management, a series of problems encountered needed to be theoretically study and practically operate to improve. To establish the human resources control and coordination mechanisms for parent-subsidiary, realize the control function while bring into play the overall synergy and promote the healthy development of parent-subsidiary corporation.In the management system of the parent-subsidiary corporation, the control relations are the most fundamental relationship. Human resources control system is consist of control modes, control levels, control tools. And it bases on performance appraisal as a dynamic feedback control system. The control modes can be divided into three types: behavior control, social control, output control. The control level includes the control to board directors, supervisors, managers, technical personnel, and staffs of the subsidiary. In the process of implementation, the human resources control modes should be integrated to the control levels, through specific means to achieve control, such as the planning, recruitment, training, personnel mobility, appraisement, salaries, and etc.The management of parent-subsidiary is not only a control issue, but the synergy relationship based on the intercommunion and interdependent in the parent- subsidiary corporation. Synergy is the goal of parent-subsidiary management. It embodies an excellent operating condition of the company. The human resources management of parent-subsidiary can be divided into two types: personnel synergies and management system synergies. The parent-subsidiary can benefit from human resources synergy, but also pay for the cost, which need the parent-subsidiary to do cost-benefit analysis.
