Recent years, the problem of global climate chang is more and more attention by the international community. The global climate warming caused glacier melt, sea-level rising, frequent natural disasters, which affected survival and development of human. In the industrial civilization, urban was as an important carrier of economy and society. On the one hand it created the spiritual values and material wealth, the other hand it is the concentration that changed ecological patterns, consumed resources and energy, caused greenhouse effect. Therefore, the construction of low-carbon urban is an important way which mitigated climate chang, protected the ecological environment, ensured sustainable development of human.Recent, State Farms comprehensively implemented scientific outlook on development in Heilongjiang province, adhered to the coordinate development policy of "grasping city, strengthening industry, driving agriculture", was around the goal of rural-urban integration. State Farms had achieved the positive start of great-leap-forward development. The construction of low-carbon town-community of State Farms not only conformed to the trend of low-carbon development in the world, but also it was consistent with the goal of transforming growth mode, readjusting industrial structure, implementing energy-saving emission reduction strategy, achieving sustainable development in China.The study summarized the concept of low-carbon urban and trends of in oversea and domestic.Based on the theory of ecology, low-carbon economy, scientific outlook on development, systematics, According to the principle of "driving force- pressure- state- impact- response" model, the study selected the fifteen indexes of low-carbon towns from economy, environment and society of state farms as establishing the index system,which to construct and evaluate the low-carbon towns of state farms in Heilongjiang province.By the analytic hierarchy process, the study calculated the composite index score of indicators and systems in the evaluation system of low-carbon town-community of State Farms in Heilongjiang province, and evaluated the construction status. The main conclusions were that comprehensive evaluation index score of low-carbon town-community was 67.67, which showed construction of town in a mid-carbon stage. There were higher scores of driving force and response, which were 77.39 and 74.79. The state system was the lowest scored that was 58.19.Based on the social, economic and environmental development status of towns in State Farms, the study proposed the overall development model that was "one heart three levels-tilt", and this paper proposed seven different types of development model, as type of green agriculture base, type of industrial driving, type of trading, type of travel, and so on. Meanwhile, to achieve low-carbon development of the towns in State Farms, analyzing the development status of industry, building, traffic, agricultural of State Farms, the study proposed the basic low-carbon development model, and the paper putted forward development countermeasures of low-carbon town-community of State Farms from low-carbon development, low-carbon industry, low-carbon energy, low-carbon service, low-carbon traffic, low-carbon building, low-carbon life in Heilongjiang province.The study of low-carbon urban was in the initial stage, which lacked the theoretical basis and experience in China. When evaluating the construction of low-carbon town-community of State Farms, because of the limitation of index selection and ambiguity of evaluation method, the evaluation results were not precision and detail. It was a system engineering that low-carbon town-community of State Farms was constructed. Due to the constraints of human resources, material resources and technology, the study only proposed the basic models of low-carbon town of State Farms. Therefore, how to improve the mathematical models and evaluation method, propose detailed development model and countermeasures, it is the research direction of low-carbon town-community of State Farms in the future.
