Construction tunnel is an important mean to solve traffic problem in some cities, such as Xiamen, which has come to the tunnels up with economic development and urban expansion. However, since tunnel is a special semi-enclosed space in which once some incident occurs, traffic would be congested and even traffic network would be paralyzed. Therefore. it is needed to implement effective security management and traffic control measures to protect road traffic safety and efficiency of urban tunnel. Taken Xiamen tunnels as background, Theories and practices of urban tunnel traffic organization are summarized for trying to refine the system of tunnel road traffic organization and management works, including the city features of tunnel traffic analysis, traffic network reliability analysis, tunnel traffic management and control plan in normal condition and traffic flow evacuation and rescue organization plan research in emergency.The main studies in thesis are:(1) Analyze impact factors of urban tunnel zone traffic network reliability from the network and the whole area of research, calculate methods of tunnel reliability are presented, which mainly included connection reliability and unblocked reliability, which provide important reference to tunnel road traffic organization and management.(2) Based on the classical analysis on the urban tunnel road traffic organization, common traffic organization management combing macroscopic and microscopic traffic organization are summarized combined with traffic characteristics of urban tunnel traffic flow, which including microscopic traffic organization methods in tunnel entrance and exist, intersection, fundamental section and public organizations.(3) Traffic induced and management control modes in tunnel influence zone are summarized according to urban tunnel traffic characteristics analysis in emergency. Personnel evacuation management and rescue organization plan research in tunnel are presented in case of part lane congestion and full lane congestion. Three level separation control modes including three level control points, and proposed two control modes about signal control and non-signalized control which are aim to maximum evacuation efficiency are presented which focus on the traffic organization and management measures in the impact of tunnel area.(4) The road traffic organization and management of Xiamen Island Convention Center through tunnels under roads are designed, which optimized and stimulated tunnel first level control intersection evacuation plan by VISSIM software.
