Based on the development of economy and present distribution network of Ninghai County in 2009,verify the load forecasting result of 2011, which is derived from growth rate method,regression analysis method and grey system method respectively, using power elastic coefficient and integrated output unit consumption method to judge whether the result accord with the actual development of Ninghai County. According to the 2011 load forecasting, the problem in current distribution network of Ninghai County and the principle of safe, economy, reliability, illustrate the programming of high (especially 110kV) and medium voltage distribution network, such as substation planning, equipment choosing and network structure, and reactive power compensation, short circuit current control, power quality and so on in detail to the aim of improving network structure, power supply reliability and more economic benefit. According to the principle of economical and practical, advanced technology, adaptation to local conditions, overall consideration and implement step by step, build reliable, economic, efficient, clean, environmental protection, open, friendly interaction and strong smart grid with the characteristic of information, automation and interaction, based on the close connection, appropriate distribution, reasonable structure, flexible operation and strong distribution network.In the light of programming, the feasibility on distribution network of Ninghai Power Supply Bureau in 2011 is analyzed and the static investment is also estimated and further more the suggestion about the distribution network of Ninghai Power Supply Bureau is proposed in this paper.
