Culture industry clustering is an organization model between market and institution. All the resources keep on flowing, innovating and improving to adapt to the social development in the clustering. Specialization and independence are the main characteristic of the art institutions in the industry clustering. All the enterprises in the clustering make cooperation, seek development, get the best optimal allocation of resources, and improve the competitive power of culture clustering. This paper researched in the agglomeration economics under the background of globalization culture industry development; discuss the organization model of industrial cluster and try to solve the problems come from the art institution developing progress. Try to find the way from the development of Shanghai Conservatory of Music to deal with the construction of industry clustering, which is to set up an three-level-core-model.This paper uses documentary study, survey method, case study to give strategy analyze for the roles which the art institutions and art education departments played in the area culture industry clustering, takes Shanghai Conservatory of Music as an example.The paper is consistent by five main chapters:1, induction of the research purpose, relevant concepts, researching method and related records,2, analyzing of the art institutions'characteristic and function; 3, using classic case to analyze the developing situation of art institutions during their own area culture industry clustering.4, analyze the area culture industry clustering whose core is Shanghai Conservatory of Music by SWOT & five-force analysis.5, set three-level-core-model to simulate the soft environment of area industry clustering, built the social net and optimize the industry clustering system, construct the developing strategy of Shanghai Conservatory of Music during area industry clustering.
