It not only stimulates the regional economic but also rises the standard of the living. Many countries have taken the development of cultural industry as a strategic level of national competitiveness. China's 17th congress of communist party made it clear that we should develop cultural industry actively, boost the whole nation's cultural creativity, and promote the flourishing of the cultural industry. Across the world, cultural industry goes through the rapid course. The output of British cultural and creative industry accounted for 9.6% of GDP in 2002, which was three times as much as others industries'. By the year 2002, the economy of Britain increased by 70%, cultural and creative industry increased by 93%.While the United States owned the most active cultural industry in the world. The United States is the largest exporting country by cultural industries, the American cultural industry value added accounted for 10% of GDP in 2009.The research of theories and practice on cultural industry in our country falls behind other countries. It is prospective and breakthrough to choose this paper for research. This paper makes a rough study on the condition of the development of Liaoning cultural industry. The aim of this paper is to reveal positive effects of cultural industry by using model, and put forward practical suggestions for the development of Liaoning cultural industry. Many theoretical empirical analysis shows that the development of cultural industry has a positive effect on regional economic growth. This paper applies the research method which is mainly theory with practice, quality with quantity and induction with deduction. Begin with basic theory of cultural industry combining with practice of cultural industry development, and point to the concept, connotation and function of cultural industry.
