As our society continues to accelerate the process of the rule of law, our country is experiencing economic system of socialist modernization of the changes now. The rule of law in the civil service is an important component of modern reform in the political system, and it is the core section in the process of governing the country according to the law. The civil servants are those people who represent the state to manage the public affairs, to exercise the state power, and to perform the national public service. The level of the civil servants'ethical stands and the professional quality has a direct relationship to the moral level of the society, the country's development, and people's interests. It is very important to establish a high quality civil servants team. If one country want to establish high ethical standards and professionalism of civil servants, it needs a sound system which contents civil servants' recruitment, assessment, training, benefits, promotion.This article departure from the civil service system, select the United States, Japan, Britain, France, Canada, Austria and other countries as the representative country to compare to China. Derived from the comparison of Chinese and foreign civil service system we can see the different and the same points. We also can see the gap between Chineseivil system and other countries'civil system. The inspiration from the comparison between Chineseivil system and other countries'civil system, can help us to accelerate the process of the rule of law, and it will have a great advantage in Chinese system reform and development.
