The problem of resource exhaustion is becoming increasingly serious, which gradually restricts the development of the resource-based cities in China. As the resource-based cities, their development is heavily dependent on natural resources of their own. However, the natural resources cannot be reused again.With the accelerated pace of urban development, the capability of exploitation of natural resources is improved continuously and the demand for natural resources is also rising year by year. And with the natural resources in the resource-based cities being consumed, the development of the resource-based cities is more and more serious. In the early days of their development, the resource-based cities only emphasized the growth of economy but neglected that the follow-up power to the city itself for development, leading to such problems as increasingly serious environmental pollution and the decline in people's living standard as the resource exhaustion. Therefore, if the resource-based cities want to achieve the ambitious goal of sustainable development and getting rid of the trouble"were resources rich, cities would flourish, were resources exhausted, cities would decline", then it is necessary to undergo the transformation for the city.Due to the impact of planned economy, there appear a lot of problems in the process of transformation for resource-exhausted cities, such as severe pollution in cities and slow economic development. To solve such problems must depend on the relevant policies introduced by the government, and the formulation and implementation of these policies has become a criterion for testing governance capability. How to set high-quality public policies is a question for the government departments to ponder over.Taking the City F, a resource-exhausted city, as an example, this paper attempts to do a study on public policy of City F through the viewpoints in the theory of new public service: (1) to admit that responsibility is no simple; (2) to service but not to control; (3) to pursue the public benefits; (4) to think with strategies and to act with democracy. And it is found that there exist some aspects which need improving: (1) to make the responsibility of the government clear; (2) to fix the government's role correctly; (3) to coordinate the benefit between the government and the public; (4) to raise the formulating level of public policies. It is hoped to provide some references for other resource-exhausted cities to transform successfully through analyzing the viewpoints above.
