Citizen Participation On Internet In Public Policy Making

Along with the progress of society and democracy, the role of citizen participation in public policy-making is growing. The rise of internet make citizen participation on internet is possible, and in the actual process it has being caused concern and controversy for the fact that it is exerting an unprecedented impact on public policy making. However, the development of citizen participation on internet in China is not as smooth as we had expected. There are some obstacles in the way of its development.Firstly, this paper lays the theoretical foundation by analyzing the concept of citizen participation on internet. Secondly, based on the current situation of China, describe the plight of citizen participation on internet in public policy making, and identify the main problems from three areas:system, the main part of public making and the main part of citizen participation on internet. Thirdly, analyze for deep-seated reasons of the plight, in order to grasp the essence of the problem through the superficial. Finally, with the sort of phenomenon in the second part and the analysis of causes in the third part, explore measures to resolve the difficulties of citizen participation on internet in public policy making, put forward practical and effective solutions, hope to achieve the virtuous circle of system, the main part of public making and the main part of citizen participation on internet, to promote the healthy development of citizen participation on internet and the democratization process.
