This thesis seeks to analyze, from two theoretical perspectives——rationalism and institutionalism, the policy for Vietnamese north mountain region, which has been launched by the Vietnamese government since 1990s after the normalization of Vietnamese-Chinese relationship began. It provides a description of the main policy contents, an analysis of the causes to the policy, an account of the policy operation mechanism and a comment to the important policy results. The author argues, it is a specific policy aiming at accelerating the development of this poor region, bordering with China and populated mainly by ethnic minorities, so it also is a special policy for ethnic minorities. Its principal goal is to narrow the development gap between regions, but the attainment of this principal goal has far-reaching social significance. It is a comprehensive policy system, consisting of economic, social, cultural, educational and environmental objectives. The attainment of these actual goals will bring about significant positive influence to the sustainable development, poverty reduction and social progress of this region. Continuing this policy system will also affect the relations between Vietnam and China, Chinese Yunnan province in particular. Even though by far such influence has been potential, but it is getting visible.
