Study On The Regional Policy Of Poverty Alleviation In Public Administration

The party and the central government have always attached great importance to the issue of poverty. Since 1978, after 37 years of joint efforts by the people of the whole country, the poverty situation in China has been effectively alleviated, and the poor population has been reduced from 250 million in 1978 to 70.17 million in 2014. In the past five years, the state has promulgated a series of policies to support the development of the cause of poverty alleviation in various regions.As Yan'an city is one of the “old, less, edge, poor" regions, all the people in Yan'an are sruggling to solve the problem of poverty. Yan'an city constantly carrys through the spirit of the central and provincial party committee of poverty alleviation, and under his leadership, combining with the actual situation of yan'an, in accordance with the city poverty reduction policy. Since 1980 s, Yan'an roughly experienced four stages for poverty alleviation, and poverty reduction effect is remarkable. From 2006 to 2012,state-level poverty-stricken counties was reduced to three. Poor areas of Yan'an City are mainly because congenitally deficient geographic conditions, lack of infrastructure,relatively backward industrial development and poor production and living conditions of mountainous areas, white mountain and Luo river canyon area of contiguous poor areas along the Yellow River. At present, the Yan'an city's government vigorously implements the precise poverty policy to alleviate poverty of Yan'an city.This article mainly carries on poverty alleviation policy changes of yan'an for more than 15 years, selecting Yan'an city(2001-2015) related to poverty alleviation policy and government work report and relating content of poverty alleviation, for investigation andanalysis of the text, and summarizes the achievements of the poverty alleviation policy in Yan'an City, and based on text analysis, problems exists in the implementation of Yan'an city's poverty reduction policies. Based on the analysis of foreign successful experience in poverty alleviation, perfect Yan'an city poverty alleviation policies are found out.First of all, beginning with the poverty alleviation policy, scientific and democratic poverty alleviation policy decision-making mechanism are set up; Secondly, optimize the policy implementation process, increase the intensity of policy implementation,standardize the management of poverty alleviation funds and projects, and improve the overall quality of the implementation of the policy; Thirdly, it is the content of poverty alleviation policy, the way of innovation, emphasis on science and technology to help the poverty alleviation; Finally, encouage non-governmental organizations(NGO) and other social forces to participate in poverty alleviation and development process.
