The Fourth Plenary Session of the 17th CPC Central Committee firstly claimed the important historical task of building a learning-oriented party of Marxist, form then the issue has been talked a lot among domestic scholars. It's a pity that most of these writings are simply talking about the importance of the building of learning-oriented party, but none of them have something on the key points. For the aspects of learning-oriented party building:who learns, whom to learn from, why we should learn, what to learn, how to learn and how to use what we have learned, discussions on such key questions is more deficient. Given the existing disadvantages in the research of the building of learning-oriented party, based on reality needs, this article emphasizes the learning agen,the learning object,purpose and motivation of study, the contents of study, the way of study, the study effect to launch by expatiated; Meanwhile, to service reality, focusing on the Improvement of leadership level and ruling ability of the party, reference for some basic theory of the building of learning-oriented organization, taking the scientific concept of development,the theory of systematic thinking,mental models theory as Important analysis tools the paper, the paper has done a lot of analysis and demonstration on some important theoretical problems about the building of learning-oriented party. On the foundation of all these work, the paper proposed its systematic pertinent countermeasure put forward some policy advice which would have good on the practice of building of learning-oriented party.Besides preface, this paper can be mainly divided into three parts.The first part is the concepts and meanings of learning-oriented Marxist party. First of all, it expounded the proposal and theoretical origins of the building of learning-oriented party. Secondly, with the help of the Classical theories of learning-oriented organization put forward by Peter·SAN ji in his book The Fifth Discipline, the paper put forward some essence of the building of learning-oriented party which may be mainly divided into the five aspects content, that were System basic model,Transcend ourselves,Mental model,Common vision,Organization learning.The second part is the analysis of Must elements of the building of learning-oriented party. In this part, through the analysis of the questions of " five W " and how to use what we have learned, the paper solved series of theoretical questions such as the subdivision of learning agents,the clarification of learning object,the clarification of purpose and motivation of study,the clarification of study contents,the choice of the way to learn,the practice of study effect,all of these have troubled practice a lot. Among them, the paper takes the expounding of the learning content and learning method as its key.The third part is mainly about the basic measures of building learning-oriented party. This section is the key and innovative points of the full text. According to the basic principle of party building that the party's building must be closely around and in the service of the great cause the party is leading, this part focus on the overall situation that we should better service to the party's great cause. The paper widened the investigative horizon of the building of learning-oriented party, it discussed the important theoretical problems in the building of learning-oriented party form four aspects. Firstly, combining with practice, the paper put forward five pieces of policy recommendations:"it needs a long-term overall planning to reform ",'scientific governance need to use the theory we support", "democratic governance need to treat different inner-party opinions correctly," " law-based governance need to depend more on regimes while depend less on power tactics"," get rid of the habit of solving symptomatic problems while laying the fundamental questions alone. "And then the paper listed a series of important questions we need to examine during the courses we building learning-oriented party and leading the government to reform and develop the country. Here the paper had done some original explorations in clarifying both learning agents and learning objects, and it also claimed that we should let the learning outcomes reflected on the system in time. Self secondly, combined with the Ideological line of our party that claimed to emancipate the mind, seek truth from facts, in order to improve mental models, the paper emphatically put forward several important problems our party must treat realistically:" the party's advanced nature and the party's ruling position is not permanent and unchanging ", " the party members' leadership is not necessarily always the party's leadership ", " it is necessary to attach importance the party factors behind the regime when we study the administrative reform in China ", " the reform must make enough supporter for itself", " stick to promote Marxism in China, the era of popularization. " Again, the paper further distinguished the status of learning agent of different levels of the party's organization, it claimed that we must distinguish the ruling part and the unruling part of the party clearly. It also broaden learning object. Finally, the paper put forward the necessity of the application of learning effect, and it definitely put forward that it should be reflected in the system building and in the practice of the party's ruling in time, and it even have listed the corresponding policies and suggestions.
