Cross-Straight Issue is the core interest of China, concerning the integration of sovereignty and territory. Cross-Straight Issue is not only a domestic problem but also an international strategic question. US and Japan are the most important external players. After cold war, Sino-US and Sino-Japanese relations step into the coexistence gradually. The rise of China poses challenges to the existing world system dominated by US and the vested interest nations. In the remodel of regional system, Cross-Straight Issue interacts with relations among powers more subtly. On Cross-Straight Issue, the game between China and US-Japanese come into a new period. To deal with that, we must focus on the fundamental interests of nation and plan comprehensively in the total framework of the peaceful rise.The change of Asia Pacific areas post cold war, is the Power Shift and China`s Rise, which highlights the strategic value of Taiwan in the game between China and US-Japan. Taiwan is the key of American East Asian security deployment. And Taiwan Straight is regarded as maritime lifeline of Japan. Maintaining the split status is good to interest of US and Japan. To contain China, US-Japan speculated the theory of Chinese threat. After the Crisis of Cross-Straight in 1995-1996, they redefined US-Japanese Security System, revised the security guideline, and even included the peaceful solution as their common strategic goal. Japan is second to US on Cross-Straight Issue. After cold war, Japan has strengthened US-Japanese alliance to keep the capacities of interfering Cross-Straight Issue. Japan once became the important external supporter of the internationalization of Cross-Straight Issue.The shift of international system results in the profound relations changes among China, US, Japan and Taiwan. The internationalization of Cross-Straight Issue began to show up. Li Denghui and Chen shuibian, former leaders of Taiwan, seized the chance to try to break up One-China principle and achieve independence of Taiwan. During the presidency of Li Denghui and Chen shuibian, Taiwan-Japanese relations was at peak since breaking off diplomatic relations, by seeking for the break up of"1972 System"on politics and the establishment of close military alliance. Beijing did not compromise and formulate Anti-Secession Law to announce their core national interests. The confrontation across Straight became the potential breakthrough point of regional collision. Li and Chen were thought as Trouble Makers.The Crisis of Cross-Straight in 1995-1996 and uncompromising attitude of Beijing towards Taiwan Independence, make Washington know that maintaining stable status is in the most favor of US. Since Bush Administration, US hold a so called balance strategy on Cross-Straight Issue: one side, they insist on military sales to Taiwan according to Taiwan Relations Act, to fulfill the obligation of defending alliance; from another side, they also pay attention to restrain Taiwan Independence forces, to keep Cross-Straight relations from sliding into war. So the co-management between China and US is inevitable.In 2008, Guomin Party won the regional election and came to be in office again. Ma Yingjiu holds on"Consensus of 1992", and gives an priority to improve and develop the Cross-Straits relations. Cross-Straight relations progress significantly, and the sign of ECFA gives Cross-Straight peace an institutional guarantee. Under the shift of power in the context of world financial crisis, the interactions between Cross-Straits relations and relations of powers become more and more subtle. The series of acts, including American reinforcement of Guam Island military deployment, Japanese change air defense identification ring on Yonaguni unilaterally, and the strategic intention on Okinotori, show the US-Japanese concerns on the progress of Cross-straight relations. American announcement of Back to Asia in high profile and Japanese regress to relying on US-Japanese alliance unyielding to China, demonstrate the suspicion on the Rise of China. Despite the optimistic attitude towards the progress of Cross-Straight, US gradually feel uncomfortable for the ignorance of Cross-Straight talks. Japan has to face the decline of its influence on Taiwan since Ma Yingjiu coming into office, accepting the position of pragmatic partners. The progress of Cross-Straight relations has exerted its effects on the strategic triangle of China, US and Japan, which will be more and more clearly in the future. From relative interest aspect, containing the rise of China is the most important strategic interest for US-Japan. So, the game between China and US-Japan will continue, for the impossibilities of giving up thinking of utilizing Taiwan to contain China, both US and Japan. The increase of regional confrontation not only highlights Taiwan in American and Japanese strategy towards China, but also imposes great challenges to Cross-Straight relations. How to deal with the powers? That would be a question for Ma Yingjiu, who insists on keeping peace with China Mainland, maintaining friendship with Japan, and being pro-US.In my opinion, the progress of strategic dominance of Cross-Straight Issue will depend on two sides: (1) The development of powers relations in the context of American strategy of Back to Asia. One side, China needs to explore proper ways to use their economic appeals to play as a responsible power; from another side, the related countries should adapt to the rise of China. (2) Progress Cross-Straight relations stably. Taiwan`s present diplomatic policy,"Neither Reunion, Independence nor Forces", does US-Japanese favor. How Taiwan to make balance between China and US-Japan in the coming politics and military talks? It deserves close observation.It is reasonable to manage Cross-Straight relations in the interactions among China, US-Japan and Taiwan, instead of confined within the Cross-Straight alone. The new East Asian situation brings in unprecedented challenges as well as opportunities. To protect our maritime rights, we must overcome the bottleneck, Taiwan; To survive in the containment of US-Japanese alliance, we must manage Cross-Straight relations properly. Only transfer the external interference to impulse, can we achieve peaceful integration frequently.
