Changchun City is in the face of the increasingly rapid aging population situation, pressures on all sectors of society have increased. In this case, by studying this special old-age service system built in Changchun City, the effective operation of the mechanism to resolve caused by the aging population of many problems. For the pursuit of further research, this article mainly pension service system in Changchun City of running mechanism.This paper summarizes the theoretical basis of economics:the theory of public goods, welfare pluralism theory and social justice theory. Subsequently, describing the practice of pension services in developed countries and summing up the experience of foreign pension services. Then, analysis the main factors that effects the demand for pension services in Changchun City according to the results of the questionnaire, combined with the status of aged care services in Changchun City, the problems of the proposed construction of Changchun City, the need for old-age service system, and gives the service system elements. Finally, the basis of economic theory, practice, aged care services in developed countries and the actual situation of Changchun. Changchun City, was constructed to run old-age service system, mechanism, and gives the running process.Through the analysis of text, the author suggested that the government supervision and management mechanism should be established in Changchun City, make the evaluation mechanism of target institutions and service quality evaluation system as the core, community incentives to end the three-dimensional old-age service system operating mechanism, improve the Changchun City quality of life of older persons.
