Along with its development, government has adopted information and network technologies. More and more people realize the importance of implementing and perfecting the government by means of information. With the constant development of E-Government, the government wares that, as a means of Virtual Home affairs, E-Government is still not very good and solid chief of the agreement. In the course of home affairs emerging, such as process blocked, organizational mechanism of lack of co-ordination, the concept of time-delay and other ills and implementation of the E-Government as the chief of advanced ideas cannot be fully applied and the government information development also met bottlenecks.
