Research On Administrative Culture Obstacles Of Government Institutional Reform And Solutions

Since reform and opening, China conducted a number of government institutions, has made many significant achievements, and has also been some lessons learned. Reform of government organization has failed to escape from the "streamlining - inflation - and then to streamline - and then the cycle of expansion." Past reforms are often hard to stay in the government's level of focus is streamlining the organization, functions change the relationship between staff and adjust the shunt, while the level of flexibility for government organization that pay less attention to the cultural level. Administration of administrative culture is the soul of the deep core of administrative management, and government organization reform is closely related to a certain sense, the administrative culture is advanced directly related to the success or failure of reform of government institutions. Administrative culture and its social environment surround the existence of a functional interdependence. A society's economic, political and cultural environment with significant changing in administrative culture is bound to undergo corresponding changes.
