Performance evaluation is widely used as an effective object management tool in various fields. The government use performance evaluation for party and government management also gradually becomes a trend. As the most basic regime in our country villages and towns, the party affairs have direct and complex work characteristic. How to improve the efficiency of the township government management and the people's satisfaction is increasingly concerned by more and more people. Township government management performance evaluation is use of scientific tools to construct grass-roots management system which conforms to our country villages and towns, and it merges the party affairs and government affairs, innovate the grass-roots management concept,improve the management efficiency. It gives full play to the management of party and government performance evaluation in positive role. This paper reveals the township government management performance evaluation's meaning, and analyze the development and existing problems of township government management performance evaluation. Then we build a key index system of management for villages and towns government performance evaluation. The empirical research provides improvement countermeasures to advance our country villages and towns government management innovation.The first chapter of this paper mainly expounds the background and significance of the subject, as well as the domestic and foreign party management performance evaluation about the villages and towns are reviewed. We sort the thoughts and methods on the basis of the research paper, and we puts forward the research content and possible innovative points. The second chapter is mainly defined the essence, main body and functions of township government management performance and its evaluation. We analyze the township party management performance status and the trajectories of township government management performance evaluation respectively. We point out and analyze the existing problems and the experiences. The third chapter is on the basis of the key performance indicators features and structure, it elaborates the logic connections between the key performance indicators and the villages and towns government management. According to the basic principle of constructing and influencing factors of key performance indicators, we use the balanced scorecard to construct a system of indexes which includes villages and towns government management performance evaluation, the system also includes framework and specific contents. In the fourth chapter, we choose twenty YueYangXian's township as object for empirical research, and then we use fuzzy comprehensive evaluation method for evaluating performance management of the twenty towns'party. We also analyze the evaluation results. In the fifth chapter we put forward the improvement countermeasures to the township government management performance evaluation in five dimensions which are the orientation, subject, methods and results.This paper's main innovation point is based on the China's national and township actual conditions, and designs a more scientific and complete township government management performance evaluation method and procedure, and constructs a key performance indicators system of villages and towns government performance evaluation which can be regarded as the effective empirical tool. According to the theory research of hunan province, we makes an empirical investigation and analysis of the two years management performance data of YueYang's over 20 villages and towns, we make township government performance evaluation indexes and the method more practical and operability, so we can use the township government management performance evaluation results appropriately, fully, reasonably and objectively.
